INTRODUCTION
The role of a Closed Circuit Tele-Vision (CCTV) operator is one of today’s most high profile security positions. Higher expectations are being placed on systems and operators to assist with crime, from anti-social behaviour on our streets to murder and terrorism. As a result, CCTV operators’ responsibility to deliver a high quality of service has greatly increased over recent years.



The BTEC Award in CCTV Operations (Public Space Surveillance) is designed to provide:

  • Training for those in the security sector specialising in CCTV operations in public surveillance
  • Opportunities for CCTV operators in public surveillance in the security sector to achieve a nationally recognised Level 2 vocationally specific qualification
  • The knowledge, understanding and skills learners need to apply for a licence to practice from the Security Industry Authority

WHO NEEDS A LICENSE?
You need a Public Space Surveillance CCTV licence if you are involved with operating CCTV equipment which is either deployed into fixed positions or has a pan, tilt and zoom capability
where your role requires you to do any of the following:

  • Pro-actively monitor the activities of members of the public whether they are in public areas or on private property;
  • Use cameras to focus on the activities of particular people either by controlling or directing cameras at an individual's activities;
  • Use cameras to look out for particular individuals;
  • Use recorded CCTV images to identify individuals or to investigate their activities.
  • Anyone involved in providing contracted Public Space Surveillance CCTV services needs a licence. This includes employees, managers, supervisors and directors of security companies.

THE STRUCTURE
This award is a 30hr qualification consisting of two units of 15hrs each:

PART 1 (15hrs) - CCTV Control Room Principals:

  • Roles & Responsibilities of a CCTV Operator
  • Codes of Practice, Operational Procedures & Guidelines
  • CCTV Equipment and its Operation
  • Control Room Communications and Access Control
  • Legislation for CCTV Operations
  • Dealing with CCTV Incidents
  • CCTV Surveillance Techniques
  • Fire and Emergency Procedures
  • Health & Safety at Work

PART 2 (15hrs) - CCTV Control Room Practices:
During this practical unit, learners will be expected to:

  • Demonstrate knowledge and understanding of the relevant governing Acts
  • Explain reasons for carrying out close observation of suspects
  • Complete handwritten CCTV logs

Discuss court procedures regarding exhibits and giving evidence

ASSESSMENT
Part 1 of the award is assessed by means of an externally set and marked multiple choice test.
Part 2 of the award is internally assessed. Candidates must pass both assessments in order to achieve the
full qualification.

CERTIFICATION
Candidates successfully achieving both Part 1 and Part 2 will receive a certificate from EDEXCEL.

COURSE DURATION
The minimum guided learning hours for this award is 30 hours (inclusive of examinations), which can be delivered in one block of 4 consecutive days or a combination of weekend/evenings, etc., as required by the client.

ENTRY REQUIREMENTS
There are no formal entry requirements. However, to benefit fully from the programme candidates should have literacy and numeracy skills to minimum level 1.
